The Export Procurement Process
International plastic-pipe sourcing is most reliable when managed as a sequence of controlled approvals. The buyer should move from application to specification, quotation, sample or technical approval, production, inspection, packing and shipment. Skipping a step often transfers uncertainty to the destination, where correction is more expensive.
Stage 1: Define the Product
Start with the application. Identify whether the requirement is rigid pipe, flexible PVC hose, industrial tube, decorative tube or custom extrusion. Then define the service conditions:
- Medium or fluid
- Pressure and temperature
- Indoor, outdoor or buried use
- Chemical or UV exposure
- Structural load or flexibility
- Required standard
- Mating parts and critical tolerances
For standard pipe, list material grade, OD, SDR or wall thickness and length. For custom tubing, provide OD, ID, wall thickness, tolerance, color, surface and drawing.
Stage 2: Prepare the RFQ
A complete RFQ should contain a line-item table. Quantity should be separated by size and expressed in pieces or coils plus total meters. State the destination port and preferred trade term.
Include required documents and inspection at this stage. Late requests can delay shipment or require production changes.
Stage 3: Review the Quotation Basis
Check that the quotation repeats the specification accurately. Important commercial fields include:

Stage 4: Approve Drawings and Samples
For custom products, approve a drawing before production. The drawing should identify material, dimensions, tolerances, color, surface, length and critical fit points.
Samples can be used for appearance, dimension, assembly and basic application testing. Record the approval result and any required correction. The mass-production standard should be the signed drawing and written approval, not an informal image.
Stage 5: Confirm Production and Quality Control
Agree on the production quantity, allowable overrun or underrun and inspection plan. Typical checks include material, dimensions, length, appearance, marking, weight and packing. Application-specific tests may be required.

Stage 6: Plan Export Packing
Packing is part of the product specification. Consider:
- Long straight pipe versus coils
- Cartons for small custom tubes
- Film for glossy or decorative surfaces
- Separators to prevent scratches
- End protection against contamination
- Bundle labels and size separation
- Pallet dimensions and treatment requirements
- Container weight and loading sequence
Ask how the cargo will be unloaded. A heavy bundle that maximizes container density may be impractical at a small warehouse or project site.
Stage 7: Understand Shipping Terms
EXW places most logistics responsibility on the buyer. FOB normally includes delivery to the agreed export port and export clearance. CIF includes ocean freight and insurance to the named port but does not include every destination charge.
Compare quotations on the same trade term and destination. Confirm whether local port charges, customs, tax, inland delivery and unloading are excluded.
Stage 8: Review Documents
Common shipment documents may include commercial invoice, packing list, bill of lading and certificate of origin. Product or project documents may include material declarations, dimensional reports, test records or inspection reports.
Provide exact consignee and document instructions before shipment. Document amendments after vessel departure can create cost and delay.
Stage 9: Pre-Shipment Check
Before balance payment or release, verify:
- Approved specification and quantity
- Inspection results
- Packing and labels
- Gross and net weight
- Container or shipment details
- Document draft
- Destination contact information
Photographs are useful but do not replace agreed inspection where technical risk is high.
Stage 10: Receipt and Claim Control
On arrival, inspect container condition, count bundles or coils and photograph damage before unloading. Compare received labels and quantities with the packing list. If a claim is necessary, preserve packaging, measurements and traceability information.
